The framework demonstrates zero‑shot scalability to larger network topologies, outperforming supervised fine‑tuning, deep reinforcement learning, and heuristic baselines without requiring retraining.

OrchSLM is a routing framework that unifies non‑interactive orchestration methods for small language models (SLMs).
