OPTIC-ER: A Reinforcement Learning Framework for Real-Time Emergency Response and Equitable Resource Allocation in Underserved African Communities

Read the original on arXiv AI →

OPTIC-ER is a reinforcement learning framework designed to improve emergency response in underserved African communities by providing real‑time, adaptive, and equitable dispatch decisions. It employs an attention‑guided actor‑critic architecture with a Context‑Rich State Vector and a Precision Reward Function, trained on high‑fidelity simulations using real data from Rivers State, Nigeria. In tests on 500 unseen incidents, OPTIC-ER reduced response times by over 35% and surpassed the nearest‑facility heuristic’s 62.94% optimal‑selection rate, while also producing infrastructure deficiency maps and equity monitoring dashboards.

CORAL: Curriculum-Optimized Reward Adaptation for LiDAR-Based Goal-Directed Urban Driving

arXiv:2608. 14332v1 Announce Type: cross Abstract: Reinforcement learning is promising for autonomous urban driving, but long-horizon goal-directed navigation asks a policy to acquire several competing behaviors at once--reaching a distant goal, tracking a route, avoiding obstacles, obeying signals--and a fixed objective gives no order in which to learn them.

CoRe-MARL: Cooperative Redistribution Under Unknown Dynamics Using Recurrent Multi-Agent Reinforcement Learning

CoRe-MARL is a cooperative multi-agent reinforcement learning framework designed for decentralized relief distribution networks. It models each local center as an agent in a Dec-POMDP, using a recurrent network to learn redistribution policies that reduce service gaps and improve the worst-served region. Experiments show that recurrent MAPPO outperforms independent PPO and heuristic baselines, maintaining competitive network-wide service while adapting to evolving supply and demand dynamics.
